Emmanouel Laskarides is a Sumpreme Court’s Lawyer and barrister at Law in Athens Bar Association over 15 years and ex Legal Auditor on the Hellenic Data Protection Authority. He also worked as a teaching assistant at the Democritian University of Thrace and Legal Expert for the sector of Public Health and Social Security in the Greek Ombudsman for almost ten years. and besides barrister at law in Athens as well.
He is well known as a data protection expert for four reasons. Firstly, his four language publications on this sector such as a) his PhD in Civil Law and Data Protection (Carls-Ruprecht University, Heidelberg) on the subject “Electronic Patient’s Card. The duty of medical recording and the electronic card process” (in German) b) his article in Expertises des systèmes d’information”, Volume 283, July 2004, pp. 263- 268 “The Publicity of Civil Court Decisions and the protection of personal data” (in French) c) “Civil Liable Persons by Improperly Fulfilled Telemedicine” (in editing process),and d) several Greek articles such as “The Key to Access to the Administrative Documents: Public Prosecutor’s Order or Permit from The Hellenic Data Protection Authority?”, Media and Communication Law, DiMEE 2013, pp. 314-324 – “Telemedicine and Civil Liability” in the collective volume “Bioethical Issues”, 2014, pp. 477-498 – “Confidentiality of professionals and their assistants, in Crime, State and Criminal Justice: Contemporary issues of criminal law and criminology”, 2016, pp. 238-252 – “Medical civil liability from the use of medical tools, machines and software”, Armenopoulos 2016, pp. 1868-1885 all in Greek and his contribution to the Comments of articles 13 (medical confidentiality) and 18 (advertising rights of physicians via Internet) on the“Code of Medical Ethics –Comments on the Code of medical Deontology”, 2013 a collective work on which he was the editor (in Greek)”.
Secondly, the conferences and seminars he visited in order to gain knowledge on this field which has taken places mainly in Greece, Cyprus and Germany. Thirdly, his practice on the field. He worked as a Legal Auditor at the Hellenic Data Protection Authority. He was member of the Legislative Commission for the unification of the legislation of the Greek N.H.S. (2007-2008) and of the Legislatory Commission for the Social Security of non-insured citizens. From 2007 up to date he is handling of legal cases and provision of legal support with particular focus on the protection of personal data with an expertise on health data. Among them are claims for breach of data before civil courts and applications for appeal before the Greek Data Protection Authority. Last but not least the fact that he held several speeches in Greek and International Conferences and in Greek Hospitals and the National College for Public Administration. These established him as a real expert and good trainer and teacher on the issue of Data Protection. He speaks fluently Greek, English, German, French, German and Russian.
